Early retirement programs are offering the aging teacher corps opportunities to leave classrooms in large numbers. A June 2004 article in the Philadelphia Inquirer indicates that this is especially true in Philadelphia where both teachers and administrators are retiring in large numbers. Nearly 800 teachers are leaving the Philadelphia School District, of whom about 300 are from high schools. Further, public school retention rates are increasing.
